Use fire for power, shock is for mages which don't work to well, frost is okay but for only slowing enemies down, or non vampire dunmer warriors.
What are the differences between Flames, Frost and Shock spells? As a spellsword, frost does have a solid advantage in melee by draining stamina from melee enemies, but as u/darealmvp13 poins out, shock is the most powerful because it a) has no travel time and b) virtually no enemies resist it. I know the design was Frost vs fighters and Shock vs enemy casters but it's really just better to drop them faster using Fire than bothering to drain their Stamina/Magicka.
